New Delhi, Jan 31: President Droupadi Murmu said on Friday that the only resolution and goal of the government is Viksit Bharat. She said this during her address to a joint sitting of the Lok Sabha and the Rajya Sabha.

She said the decade-long tenure of the Modi government has infused new energy into the journey of a ‘Viksit Bharat’.

“In the vision of a ‘Viksit Bharat’… there is the collective strength of public participation, a roadmap for the nation’s economic progress, the power of technology in the form of a digital revolution, and the foundation of modern infrastructure,” said the President.

She said the government is steering India towards becoming the world’s third-largest economy.

To ensure that the journey towards ‘Viksit Bharat’ continues to be guided by the ideals of our Constitution, the government has placed four key principles — service, good governance, prosperity, and pride — at the core of its governance, she said, adding that the government is making rapid advances in its commitment to reform, perform, and transform.

“The guiding mantra of my government is ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’ and its goal is the creation of a ‘Viksit Bharat’.”

The President said in her address that in building a ‘Viksit Bharat’, the role of research along with the role of farmers, soldiers and science is of immense importance. “Our goal is to establish India as a global innovation powerhouse. To promote research in educational institutions, the National Research Foundation has been established with an outlay of Rs 50,000 crore,” she said.

She said that to accelerate the journey towards a Viksit Bharat, it is essential to make our cities future-ready. “In this direction, my government has focused on modernizing urban amenities and making them energy-efficient. Simultaneously, the foundation is being laid for the development of new cities. My government has decided to invest approximately 28,000 crore rupees to establish 12 industrial nodes and build 100 industrial parks near cities across the country,” the President said.

A significant measure of ‘Viksit Bharat’ is the balanced development of the country. No region should feel left behind in the journey of progress.

Saying that her government was conscious of the aspirations of the people of the Northeast, and has worked to eliminate their sense of alienation.

“Our Bharat is a country of 140 crore people. We have diverse states, diverse regions, and diverse languages, yet as one nation, we have only one identity – Bharat,” she said.

“And we have only one resolution, one goal – ‘Viksit Bharat’! We are all firmly committed to making India a developed Nation in the coming years. This resolution is inspired by the sacrifices of the martyrs of the nation, the compassionate ideals of revered Bapu, and the oath of unity administered to us by the sons of Mother India like Sardar Patel. We must carry forward these inspirations and, with the strength of unity, fulfil the commitment of a Viksit Bharat. Let us once again reaffirm our resolution of unity and commit ourselves to realizing the dreams of India!”

She concluded her address by saying, “When we move forward together, our future generations will surely witness a developed, empowered, capable, and prosperous Bharat in 2047.”

Kolkata, Jan 31: The Calcutta High Court on Friday rejected the plea of the former principal of R. G. Kar Medical College and Hospital, seeking additional time before the process of framing of charges against him starts in connection with the financial irregularities in the institute.

On January 28, Calcutta High Court’s single-judge bench of Justice Tirthankar Ghosh directed the Central Bureau of Investigation (CBI) to complete the process of charge-framing in the case by February 6 following which the trial could start.

However, on Friday, Ghosh’s counsel filed a petition at the same single-judge bench seeking additional time before the beginning of the trial process.

However, Justice Ghosh rejected the petition and observed that there had been a systematic delay in the beginning of the trial process in the matter.

Justice Ghosh also observed that despite CBI filing a chargesheet in November last year, there had been a delay in the beginning of the trial process.

Initially, the process of framing a charge against Ghosh could not be started because of the non-availability of a no-objection certificate (NOC) from the state government, which is mandatory for charge-framing and the beginning of the trial process against any state government employee.

However, on January 28, the CBI counsel informed Justice Ghosh’s bench that finally they secured the NOC from the state government, which cleared the decks for completing the process of charge framing and the beginning of the trial process.

Thereafter, Justice Ghosh directed CBI to complete the process of charge framing by February 6.

Besides CBI, the Enforcement Directorate (ED) is also conducting a parallel probe in the case of financial irregularities at R. G. Kar.

While CBI started its investigation following an order by the Calcutta High Court, ED made a suo motu entry to investigate the money laundering angle after filing an enforcement case information report (ECIR).

Altogether five persons, including Ghosh, his assistant-cum- bodyguard Afsar Alir, private contractors Biplab Sinha and Suman Hazra and a junior doctor Ashish Pandey, have been named by CBI in its chargesheet. All of them are in judicial custody now.

New Delhi: The budget session of Parliament will commence on Friday with the government outlining its legislative agenda including the Waqf (Amendment) Bill, 2024 and the opposition parties pressing on issues of their concern including price rise and unemployment.

The budget session will commence with President Droupadi Murmu addressing joint sitting of the two Houses. The Economic Survey will also be tabled on Friday ahead of the presentation of the Union Budget on Saturday.

Congress Leader Pramod Tiwari Accuses Govt Of Economic Failure

After the all-party meeting convened by the government, Congress leader Pramod Tiwari accused the government of failing on the economic front.

“Congress expressed concern that the BJP government is systematically killing constitutional values and traditions…We expressed concern over the manner in which the incident occurred in the Kumbh Mela. We are seeing that now the date of independence of the country is also being changed by the Chief of the RSS. Not only this, we also expressed concern over the insult of Babasaheb Ambedkar by Home Minister Amit Shah… Gandhi ji was assassinated on this day but this government is killing him every day and promoting the principles of Godse,” he alleged.

“The Waqf Board meeting was held as if all the decisions were already written… The committee that has been formed for One Nation One Election deliberately has 2 fewer members of the opposition and 2 more members of the ruling party, it makes it seem that all the preparations are already done. We also discussed how the government has completely failed on the economic front… The government is not concerned about Manipur,” he added.

BJD MP Sasmit Patra said the party will press for special category status for Odisha.

“There were very critical issues that were raised by the BJD today in the all-party meeting right before the Budget session. Party President Naveen Patnaik advised and directed the BJD parliamentary party to strongly take up the issue of demanding special category status for the state of Odisha. This has been a long-standing demand. In 2014, the BJP in its election manifesto had specified on its first page of the manifesto that if they came to power, they would ensure special category status for the state of Odisha,” he said.

“They say they are a double-engine government. They are in Delhi. They are in Odisha. So, therefore, why is the special category status not coming in? So BJD will very strongly demand special category status for the state of Odisha,” he added.

The all-party meeting was chaired by Defence Minister Rajnath Singh and attended by 52 leaders from 36 political parties including union ministers.

Parliamentary Affairs Minister Kiren Rijiju said that tentatively 16 items of legislative business and three items of financial business have been identified for being taken up during this session.

The Minister of Parliamentary Affairs also stated that the Government is prepared and ready to discuss any other important issue on the floor of the Houses as per rules of both Houses.

The legislative agenda of the government includes Banking Laws (Amendment) Bill, 2024, the Railways (Amendment) Bill, 2024, the Disaster Management (Amendment) Bill, 2024, the Oilfields (Regulation and Development) Amendment Bill, 2024, the Boilers Bill, 2024, the Waqf (Amendment) Bill, 2024, the Coastal Shipping Bill, 2024, the Merchant Shipping Bill, 2024 and the Finance Bill, 2025

The two Houses will take up discussion and voting on Demands for Grants for the year 2025-26 and introduction, consideration and passing of the related Appropriation Bill.

There will be discussion and voting on Second and Final Batch of Supplementary Demands for Grants for the year 2024-25 and introduction, consideration and passing/return of the related appropriation bill.

There will also be discussion and voting on Demands for Excess Grants for the year 2021-22 and introduction, consideration and passing/return of the related appropriation bill.

Rijiju said with the Rajya Sabha Chairman and Lok Sabha Speaker, the Business Advisory Committees will decide the duration of discussions on the President’s address and the budget discussion.

He said Parliament will not function on February 5 due to Delhi polls.

Congress Leader Jairam Ramesh And Opposition Members Strongly Protest

Congress leader Jairam Ramesh said that at the all-party meeting, the opposition members expressed their strong protest of the way Joint Parliamentary Committee on Waqf Bill functioned.

“In the traditional pre-session All-Party meeting this morning, all Opposition leaders have expressed their strongest protest on how the JPC on the Waqf Amendment Bill was made to function. It has made a complete mockery of all parliamentary traditions and practices. Such committees used to be a force to be reckoned with – now they have been reduced to be a farce to be reckoned with,” Jairam Ramesh said in a post on X.

“Since the establishment of the Standing Committees in the mid-1990s, Parliament has followed a One MP, One Standing Committee rule. Now there are 26 BJP MPs who are members of 2 Standing Committees. This shows how the Duo are seeking to control the Standing Committees,” he added.

The first part of budget session will continue till February 13 and the two Houses will again meet on March 10 after recess with the session concluding on April 4.
