New rules for people wanting to buy stamp papers: Mumbai

Mumbai: Starting April 1, those wanting a stamp paper will have to go in person to buy it and can’t buy through a third party. The new order also requires a person to be physically present to buy a stamp from a vendor. A circular to this effect was released on February 1. Stamp papervendors have launched a protest against the decision by going on strike with immediate effect.

Until now, one could buy stamp paper for anyone by producing valid identification before the vendors. As per this new rule, common citizens, senior citizens, students, ministers, industrialists and all celebrities will have to go and get stamps in person.

Licence holder has nothing to do with selling stamp paper online


Ashok R Kadam, president of the Stamp Dealers’ Union, said the rules made under the Feb 21 circular don’t come within the purview of the Stamp Act and there’s no rule anywhere that prohibits selling of stamps to private individuals through representatives.

Kadam further said that the licence holder has nothing to do with selling stamp paper online, and the government has the power to take full action against those who are doing it privately. “There is a discrepancy in the order; while the government has taken a clear stand during a public interest litigation that allows sending stamp paper to an online institution, stamplicensees are not following the practice,” he said.

RTI activist Anil Galgali has filed a complaint with the government wherein he has given detailed information that since 1982, since the licence was issued, the same procedure was being followed. However, the authorities have deliberately issued orders that have put licence holders in Mumbai in trouble and also the citizens, making it mandatory for them to go physically to buy stamps.

In one of the affidavits filed by the state government in a case in the Bombay High Court, it was clearly stated that under the provisions of the present rule a person or institution purchasing stamps can do so through another person. Now there is a discrepancy in the order. Galgali said that points presented in the said order are inconsistent about the work of the licence holder and that the order has been presented in a wrong manner.

Mumbai: Ahead of Eid-ul-Azha, Samajwadi Party leader and MLA Abu Asim Azmi has met Chief Minister Devendra Fadnavis and demanded a joint meeting regarding the preparations for Eid-ul-Azha. He presented a formal letter to the Chief Minister at the Secretariat, requesting him to immediately convene an important meeting to review the state-level preparations. Drawing the Chief Minister’s attention, MLA Azmi informed him that Eid-ul-Azha will be celebrated on May 27, 2026. He stressed the need to make timely and robust administrative arrangements as Eid-ul-Azha is approaching. He requested the Chief Minister to invite the relevant administrative authorities, religious leaders and religious organizations to resolve the issues related to Eid-ul-Adha and after listening to the problems faced by Muslims during Eid-ul-Adha, issue instructions to the administration to take necessary action in this regard. This meeting should be held soon under the chairmanship of the Chief Minister so that Muslims do not face any kind of difficulty during Eid-ul-Adha.

Mumbai: A case of sexual exploitation under the pretext of marriage has been registered against social media influencer Anwar Khan.

Mumbai: A case has been registered against social media influencer Anwar Khan in Mumbai under the rape, assault and IT Act. He sexually abused the victim on the pretext of marriage. He sexually abused and cheated on the victim several times in Mumbai, Nagpur and UP from 2021 to 2026 but later refused to marry and also forced the victim to have an abortion. The police registered a case in this case on April 8. An FIR has been registered against social media influencer Anwar Khan, who is known for showcasing his lavish lifestyle online. The Sahar police station has registered an FIR No. 324 of 2026 under Section 67-A of the IT Act as well as Sections 89, 69, 115(2), 351(2) of the Bharatiya Naya Samhita, 2023. The complainant has alleged physical abuse, harassment and forcible sexual assault at multiple places. In a disturbing claim, she says she was threatened at gunpoint and given death threats. An FIR was registered as the accused is currently absconding, no arrests have been made yet. The police are investigating the matter further.
