Besides fake passports, ED uncovers Pak national’s role in fake voter ID racket in Kolkata
Kolkata, June 14: The Enforcement Directorate (ED) has unearthed fresh evidence indicating the direct involvement of Azad Mullick, a Pakistani national arrested in Kolkata in April, in a major racket involving fake Electoral Photo Identity Cards (EPICs), in addition to earlier charges of passport fraud and hawala operations.
According to ED sources, the agency has launched a deeper investigation following specific leads that point to Azad’s key role in facilitating fake EPICs, especially for illegal Bangladeshi infiltrators.
Mullick is already facing two serious allegations — involvement in a fake Indian passport syndicate and operating an underground hawala network from Kolkata.
The latest findings suggest that Azad had managed to penetrate local administrative networks to obtain and distribute forged voter IDs.
The ED has formally sought details of 78 EPIC cardholders from the office of the Chief Electoral Officer (CEO), West Bengal.
Investigators suspect that at least 55 of these cards were arranged by Azad, with recipients primarily from the bordering districts of North 24 Parganas and Nadia.
The CEO’s office has, in turn, asked the district magistrates of these areas to verify the identities of the listed individuals, and a comprehensive report is expected to be submitted to the ED by the end of this month.
During interrogation, Azad reportedly admitted to being listed as a voter in the Dum Dum-Uttar Assembly constituency in North 24 Parganas — one of the seven assembly segments under the Dum Dum Lok Sabha seat.
He is believed to have voted in both the 2021 and 2024 elections. The ED has requested the CEO’s office to furnish documents based on which Azad procured his EPIC.
The issue of foreign nationals acquiring Indian voter IDs has emerged as a politically charged matter in West Bengal, particularly ahead of next year’s Assembly elections.
In a related development on Friday, the CEO’s office reportedly removed Newton Das — a person holding dual citizenship of India and Bangladesh — from the electoral rolls.
Das, who was active in the student movement in Bangladesh last year, had been registered as a voter in the Kakdwip Assembly constituency of South 24 Parganas district.
Azad’s case, however, is even more complex. When the ED arrested him in April, seized documents initially indicated that he was a Bangladeshi national who had acquired Indian documents — including a passport — using fake credentials.
But on April 29, the ED informed a special court in Kolkata that Mullick had confessed to originally being a Pakistani citizen. He reportedly admitted to first obtaining Bangladeshi citizenship through forged documents, and subsequently using the same modus operandi to acquire Indian identity documents.

Online betting: ED conducts searches at 20 premises in Mumbai, Pune, Hyderabad

Mumbai, Oct 17: In fresh action against an online betting/gaming and cyber fraud syndicate, the Enforcement Directorate (ED) conducted search operations at 20 premises located in Mumbai, Pune, Mehsana, Surat and Hyderabad, ED officials said on Saturday.
During the search operations on October 13, the ED’s Mumbai Zone-2 seized various incriminating documents, digital devices and other material evidence relating to the layering and diversion of proceeds of crime, the official said in a statement.
In addition, multiple bank accounts of the concerned entities and persons have been ordered frozen under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, the statement said.
In the case, the ED had earlier conducted searches at multiple places in Pune, Mumbai and Bengaluru and also arrested Ram U. Ramdhani, founder of Edsom Fintech Private Limited, who remains in judicial custody, it added.
The investigation stems from two predicate offences pertaining to the online gaming and betting platform “All Panel Exchange” (allpanelexch.com) and MGM91 wherein the complainants were induced to deposit funds and were subsequently cheated, the ED said.
The central agency’s investigation under PMLA established that funds collected from victims of both betting platforms were routed and ultimately received in the bank accounts of a Pune-based entity established by Ram U. Ramdhani.
“Edsom had developed and operated an in-house payment intermediary platform called “iPaisa”, through which it onboarded more than 200 shell/front entities — referred to internally as “merchants” — on behalf of online gaming, betting, and cyber fraud operators and their agents, referred to as “Channel Partners/Carry and Forward Agents”,” the ED said.
“Investigation revealed that funds collected from victims of online gaming/betting/cyber fraud platforms were routed through a vast network of mule bank accounts and the controllers of these betting platforms, along with the shell entities used for routing the proceeds of crime, have been identified,” the ED added.
It also emerged that a significant number of persons involved in operating these online betting/gaming platforms were being directed from Dubai based persons, the probe agency said.
The syndicate was further aided by certain cooperative banks, whose infrastructure was used to collect and further layer the illicit proceeds, it added.
“Investigation has also established that the proceeds of crime generated through online betting/gaming and cyber fraud activities were siphoned out through three principal routes: One, by way of remittances disguised as trade transactions through over invoicing; and other, by cash withdrawals from mule accounts opened under the guise of APMC units; and another, by conversion of funds into cryptocurrency for siphoning off the proceeds of crime outside India,” the ED said.
