Mumbai: Municipal Commissioner Ashwini Bhide has issued strict instructions to immediately remove unauthorized hawkers and encroachments and clear the footpaths of obstructions.

Mumbai: The Mumbai Municipal Corporation (BMC) is effectively implementing the ‘Pedestrian First’ campaign with an aim to ensure safe, convenient and hassle-free travel for the citizens of Mumbai. Under the first phase of this initiative, encroachments will be removed from 320 km of footpaths. Since nearly 50% of daily journeys in Mumbai are made on foot, pedestrian safety should be given top priority. Municipal Commissioner Ashwini Bhide has issued strict instructions to immediately clear the footpaths of all unauthorised hawkers, encroachments and other obstructions, ensuring that they are completely free from obstructions. Furthermore, necessary measures related to improvement, beautification and safety of footpaths should be implemented immediately. Assistant Commissioners of all administrative wards will have to review the work at the ward level daily, while Deputy Commissioners will have to review the zonal level once a week and submit a report to the Additional Municipal Commissioner. The Additional Municipal Commissioner will have to review after every 15 days. No negligence, delay or carelessness will be tolerated in this campaign. Commissioner Bhide has warned that strict action will be taken against officials found failing to comply with these orders and accountability will be fixed for such negligence. A review meeting involving various departments of the Mumbai Municipal Corporation was recently held at the municipal headquarters under the guidance of the Municipal Commissioner.
All Assistant Commissioners should personally inspect the footpaths in their respective jurisdictions daily and ensure effective implementation of anti-encroachment measures. This process should not be limited to taking action only. Continuous monitoring is necessary to address the recurrence of encroachments. Daily progress reports with ‘before’ and ‘after’ photos must be reviewed. Bhide has warned that strict action will be taken against any official found guilty of delay, negligence or carelessness in the work.
Municipal Commissioner Ashwini Bhide said that keeping the footpaths free from encroachments is not just a one-time campaign but an ongoing administrative responsibility. Construction materials, debris, abandoned or improperly parked vehicles, piles of accumulated garbage, and uneven surfaces create obstacles for pedestrians. Therefore, all types of encroachments on footpaths in public areas, especially near schools, hospitals, railway stations, metro stations, bus depots, markets and high footfall zones, should be removed immediately to ensure that the footpaths are safe and accessible for pedestrians.
Unauthorized advertisement boards, hoardings, doors opening outwards from buildings, high ramps and other physical obstructions on the footpath should be removed immediately. Ashwini Bhide further clarified that the concerned officials should regularly verify that the licensed vendors strictly confine their sales activities, stocking of materials, stalls and signage to their designated areas. Furthermore, non-conforming or uneven ramps should be removed. It should be ensured that the entrances and doors of the building open inwards within the property boundaries. Tree branches obstructing the footpath should be scientifically cut as required. Footpath designs should be prepared as per prevailing standards. New footpaths should be constructed strictly as per the prescribed standard designs and using M-40 grade concrete. Use of paver blocks or stamped concrete is strictly prohibited under any circumstances. Moreover, footpaths should be made safe by removing gaps, uneven surfaces and all other physical obstacles. Bhide directed the concerned officials to ensure that absolutely no negligence is done in this regard. Bhide said that removing encroachments and making footpaths safe and walkable for pedestrians will greatly benefit students, senior citizens, disabled persons and the general public. This will increase pedestrian safety, reduce the incidence of road accidents, and encourage more citizens to use footpaths. Consequently, this will help improve the efficiency and speed of road traffic, thereby reducing traffic congestion. Reduced congestion will improve air quality and have a positive impact on public health. All concerned authorities should prepare a list of footpaths on a priority basis. Effective enforcement should be ensured through continuous follow-up to prevent recurrence of encroachments. Officers should not neglect their duties. Municipal Commissioner Ashwini Bhide has made it clear that strict action will be taken against any official found obstructing the footpaths.

Cleanliness drive started in Worli on the initiative of Shrikant Shinde, Sachin Ahir gave a clear reply to the opposition’s allegations on SIR

Mumbai: A cleanliness drive was launched in the presence of Maharashtra Legislative Council Deputy Chairman Sachin Ahir at Worli Koliwada in Mumbai. The main objective of the drive is “Clean Worli, Beautiful Worli”. The drive started from the Worli seafront. During the event, Sachin Ahir told reporters that the local residents have expressed their concerns to MP Dr. Shrikant Shinde. He explained that they are facing various problems due to the dirt in the area. Dirt also poses a risk of health problems. Taking the concerns of the local residents seriously, Dr. Shrikant Shinde decided to start a cleanliness drive in the entire area. The drive started from the Worli seafront. Soon the entire area will be cleaned. Sachin Ahir said that the local people had appealed to Shrikant Shinde to solve their problems. He said that Worli is an important part of Maharashtra. Whether the local MLAs discharge their duties properly or not, it is the responsibility of the government to address the concerns and problems of the residents. Under this commitment, the entire area will soon be cleaned. Sachin Ahir further explained that a comprehensive mechanism is being created to resolve all the problems of Worli, even to resolve small issues and provide basic amenities. This campaign will not be limited to just one day but will continue throughout the year.

Sachin Ahir’s response to the opposition on SIR

Regarding the opposition’s allegation that more than 2 crore names were removed from the voter list during the SIR process, Sachin Bhau Ahir said that it is a political allegation. He questioned what the opposition BLOs were doing while the SIR process was going on. He told the opposition that there is still time. Instead of making allegations, they should work on re-registering the names of those in whose name the opposition is doing politics. He said that the process is still ongoing and efforts should be made to register all eligible individuals.

RPF action in Mumbai: Force registers 2,581 cases, collects Rs 32.26 lakh in fines in August

Mumbai, Sep 1: The Railway Protection Force (RPF) intensified its crackdown on activities compromising the safety and convenience of railway passengers in the Mumbai Central Division in August, taking action in 2,581 cases involving unauthorised entry, illegal vending, trespassing into women’s and PwD coaches, transportation of alcohol and other passenger safety violations.

During the month-long campaign, the RPF collected approximately Rs 32.26 lakh in fines under various provisions of the amended Railway Act. The action sent a clear message that there would be no leniency towards those violating rules on railway premises.

Under the guidance of Senior Divisional Security Commissioner, Mumbai Central, Santosh Kumar Singh Rathore, teams formed by ASC Surat, ASC Virar and ASC Mumbai Central, led by SIPF In-charge Santosh Soni, along with other staff, conducted a comprehensive enforcement campaign throughout August.

The primary objective of the campaign was to ensure a safe environment for railway passengers and curb activities that compromise security and passenger amenities on railway premises.

The RPF took major action against unauthorised entry onto railway tracks. As many as 985 individuals were apprehended under Section 147, and a fine of Rs 4,92,500 was collected from them. The action was aimed at reducing the risk of accidents and preventing people from entering restricted railway areas.

To ensure the safety of women passengers, the RPF also took action against men and outsiders entering ladies’ coaches without authorisation. A total of 83 individuals were apprehended under Section 162, and fines amounting to Rs 2,07,500 were collected. The enforcement drive was aimed at ensuring a safe and comfortable travel environment for women.

The RPF also took action against people travelling in coaches reserved for Persons with Disabilities (PwD). A total of 474 individuals were apprehended under Section 155 for unauthorised travel, and approximately Rs 9.48 lakh in fines was collected. The action was intended to protect facilities specifically reserved for passengers with disabilities.

The force also acted on complaints involving extortion, misbehaviour and nuisance caused to passengers on trains and railway stations. As many as 211 transgender persons were apprehended under Section 145-B. The action was aimed at providing relief to passengers from activities such as alleged extortion and harassment.

A separate campaign was launched against the illegal transportation of alcohol on railway premises, during which 32 individuals were caught. The RPF said the action was aimed at curbing such activities and strengthening passenger safety.

The RPF also launched a major crackdown on unauthorised hawkers selling goods at railway stations and on trains. As many as 774 unauthorised vendors were apprehended under Section 144, and fines totalling Rs 15,48,000 were collected. The action was aimed at controlling unauthorised commercial activities and improving security on railway premises.

Action was also taken against people parking vehicles in no-parking zones on station premises. Six individuals were fined a total of Rs 3,000 under Section 159. Three individuals were fined Rs 6,000 each under Section 167 for smoking.

The RPF also took action against people pasting posters and stickers on local trains and railway coaches. Ten individuals were apprehended under Section 166 and fined Rs 20,000. The action was aimed at preventing the defacement of railway property.

In another incident, a man was caught dangerously travelling on the footboard of a moving train and was fined Rs 1,000. Such enforcement is intended to prevent accidents and injuries caused by passengers travelling in an unsafe manner.

The RPF also took action against a man for unnecessary alarm chain pulling, which resulted in the train being stopped without a valid reason. In another case, a suspected habitual criminal was caught allegedly stealing a passenger’s luggage, highlighting the force’s continued vigilance regarding the safety of passengers and their belongings.

Maha govt committed to stable life for denotified tribes: Dy CM

Mumbai, Aug 31: Maharashtra Deputy Chief Minister Eknath Shinde on Monday said that denotified and nomadic communities do not need sympathy but their constitutional rights, dignity and justice.

He asserted that the state government is committed to ensuring these communities lead a stable, worry‑free life. He announced that a nationwide movement will be launched by uniting 52 nomadic and denotified tribes.

Speaking at the Shiv Sena Nomadic and Denotified Tribes (DNT) Rights, Justice, and Development Convention 2026, DCM Shinde recalled the historic background of the observance, pointing out that the British regime had unjustly branded these working‑class communities as “born criminals” under the Criminal Tribes Act.

“On August 31, 1952, the community was finally freed from this stigma. Hence, this day marks a historic milestone of freedom, self‑respect and struggle,” he said, adding that the demand was not for favour but for fundamental rights and dignity.

Acknowledging persistent administrative challenges faced by the community regarding basic documentation, such as caste certificates, voter IDs, ration cards and official identity proofs, as well as access to housing, healthcare, education and employment, Shinde pledged the government’s full support to resolve these issues.

He emphasised that the identity of denotified tribes must evolve beyond struggle into fields of education, entrepreneurship, leadership and overall progress, expressing his vision to see youth from these backgrounds become doctors, lawyers, engineers and business leaders.

Highlighting key government initiatives tailored for the youth, Shinde mentioned free competitive exam coaching, educational scholarships, health insurance, financial assistance for self‑employment, skill development programmes and startup support.

He further committed to enhancing the capacity and schemes under the Vasantrao Naik Vimukta Jati and Nomadic Tribes Development Corporation.

To celebrate and preserve the traditional art, handicrafts and cultural heritage of nomadic tribes, Shinde announced that the state will host a large‑scale cultural conclave to provide artists with a prominent platform and financial encouragement. He also lauded the community’s historical contributions to the rural economy.

Invoking B.R. Ambedkar’s message, “Educate, Agitate, Organise”, Shinde urged the 52 communities to maintain unified strength.

“Individual fingers point in different directions, but when clenched into a fist, they create formidable strength,” he said.

Encouraging the youth to become “change‑makers,” Shinde stressed that the goal of the convention was not merely a show of strength but to bring about tangible transformation on the ground.

Reaffirming the continuation of welfare schemes like the Ladki Bahin Yojana, he assured that the development of farmers, workers and underprivileged sections remains the government’s utmost priority.

“Eknath Shinde stands by his word,” he concluded, assuring the gathering of his unwavering support in their battle for rights, respect and advancement.
