Mumbai: Bhiwandi’s Fire Safety On The Brink As BNCMC Battles Severe Manpower Shortage
Bhiwandi: Despite a surge in warehouse fires and industrial accidents across Bhiwandi, the BNCMC Fire Department is functioning with barely one-third of its sanctioned manpower. Modern engines, rescue vans and upgraded gear lie idle not due to lack of resources, but because there are simply not enough trained firefighters to operate them. The lives of lakhs of residents and the safety of more than 50,000 warehouses now hang in the balance.
The Bhiwandi-Nizampur City Municipal Corporation (BNCMC) Fire Department the city’s primary emergency response unit is under severe strain due to an alarming shortage of staff. The department has received new fire engines, rescue vehicles and modern equipment over the past few years, but its firefighting capacity has been badly compromised as critical posts remain vacant and recruitment has stalled for nearly a decade.
Bhiwandi city houses more than 12 lakh residents, with another 4 lakh living in surrounding rural pockets. Despite this massive population and a sprawling high-risk warehouse belt, the responsibility of handling fires and industrial accidents falls solely on the BNCMC fire brigade.
Years of halted recruitment have pushed the force to operate at a fraction of the required strength.
Official data shows that out of 160 sanctioned posts, only 49 are currently filled. Key leadership positions including Chief Fire Officer and Deputy Chief Fire Officer remain vacant, placing extraordinary pressure on in-charge officers.
To fill immediate gaps, BNCMC is even forced to use drivers from the vehicle department to operate fire tenders a practice firefighters say is unsafe and unsustainable.
The BNCMC Fire Department maintains a substantial fleet of 32 emergency vehicles, including fire engines, multipurpose engines, water browsers, mini-tenders, rescue vans and fire bikes.
However, several of these vehicles remain idle due to a shortage of trained operators. Fire bikes procured specifically to navigate narrow, congested lanes have not been deployed for more than a year.
Data from 2021 to 2024 highlights rising pressure on the already depleted force:
• 546 fire incidents in the city
• 479 fire incidents in rural areas
• 510 rescue operations in the city
• 201 rescue operations in rural areas
The rural warehouse belt poses the biggest challenge, with narrow lanes, broken roads, water scarcity and chronic congestion. Many godowns store flammable chemicals, causing fires to burn for up to two days and requiring assistance from Thane, Kalyan and Ulhasnagar brigades.
Bhiwandi’s rural region hosts more than 50,000 warehouses belonging to major national and international companies. Lakhs of workers travel daily to this logistics hub.
Since 2009, this entire belt has been under MMRDA jurisdiction, which collects crores in development charges annually. Yet, not a single fire station exists in the area.
Despite MMRDA stating in 2021 that an independent fire station had been approved, no progress has been visible in four years.
Rajesh Pawar, in-charge of the BNCMC Fire Department, said,“We have repeatedly requested the government to approve recruitment for the vacant posts. Without adequate manpower, operations become extremely difficult.”
With fire incidents rising, warehouse zones expanding and leadership posts lying vacant, Bhiwandi’s fire brigade is facing one of the gravest crises in its history. Equipment and vehicles are available but the severe shortage of trained staff has become the biggest threat to lives, property and one of Maharashtra’s largest logistics hubs.

School bus driver shot at in MP’s Dabra; 50 terrified children on board witness crime

Gwalior, Sep 12: In a shocking incident, a school bus driver was shot at by two youths following a dispute over a car parked in the middle of the road in Dabra town of Gwalior district on Saturday morning. Alarmingly, there were around 50 schoolchildren in the bus at the time of the incident who were left terrified after witnessing the crime, police said.
The incident occurred near Badi Akbai village under Pichhore police station limits when the bus belonging to Glorious Convent School, Tekanpur, was taking children to school.
According to police, a Swift car was parked in the middle of the road, obstructing traffic.
Unable to move forward because of the car parked in an awkward manner, bus driver Khem Singh sent his helper to ask the occupants to move the vehicle.
However, the men allegedly refused to move the vehicle, saying the car had run out of fuel.
When Singh got down and suggested that the car be pushed aside to clear the road, the youths allegedly became angry and an argument followed.
One of them allegedly pulled out a country-made pistol and fired four rounds at Singh. Pellets hit him near the eye and on the cheek, leaving him injured. The accused then fled from the spot.
The injured driver was initially taken to a hospital in Dabra and later referred to Gwalior for further treatment.
Pichhore SHO Shivam Singh Rajawat said the car had tinted windows and the word “Gurjar” was written on its rear windshield.
The firing took place while around 50 children were inside the school bus, triggering concern over their safety.
The children were reportedly terrified after the sudden gunfire and the attack on their driver.
SDOP Saurabh Kumar said police teams were working to identify and arrest the accused.
CCTV footage from the area is also being examined to trace their movements.
Police have launched an investigation into the incident and are questioning witnesses to establish the circumstances leading to the firing.

Two convicted in 5.25-kg opium trafficking case in Aurangabad

Patna, Sep 12: The Narcotics Control Bureau (NCB), Patna Zonal Unit, has secured the conviction of two men in a drug trafficking case involving the seizure of 5.250 kg of opium in Bihar’s Aurangabad district.
The contraband was seized on February 24, 2021, following specific Intelligence received by the NCB.
Acting on the information, officers intercepted accused Pramod Prasad at Ramabandh Bus Stand in the Town Police Station area of Aurangabad and recovered 5.250 kg of opium, which he had allegedly concealed in his clothes.
According to the NCB, the opium had been sourced from Daltonganj in Jharkhand and was being transported to Aurangabad in Bihar.
The case was registered as NCB Patna Zonal Unit Crime No. 04/2021 under provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.
During the subsequent investigation, the alleged supplier, identified as Bikesh Kumar Gupta, was also arrested.
The NCB said its investigation gathered evidence that was subsequently presented before the court to establish the involvement of both accused.
The 1st Additional District and Sessions Judge-cum-Special Judge (NDPS Act), Aurangabad, found Pramod Prasad, a resident of Imamganj in Gaya district, and Bikesh Kumar Gupta alias Bikash Kumar Gupta, a resident of Panki in Palamu district of Jharkhand, guilty of offences under the NDPS Act.
The court sentenced both men to 10 years of rigorous imprisonment and imposed a fine of Rs 1 lakh each under the applicable Sections.
The court further directed that, in case of failure to pay the fine, each convict would undergo an additional one year of simple imprisonment.
The NCB attributed the conviction to the investigation and prosecution conducted by its officers and said it remains committed to curbing illicit drug trafficking and preventing drug abuse.
The Bureau has also appealed to members of the public to share information about the illegal trafficking of narcotic drugs and psychotropic substances through the MANAS portal or helpline number 1933.
The NCB said the identity of informants would be kept strictly confidential.

Major diplomatic breakthrough after India-led efforts as BRICS countries reach consensus on Joint Statement

New Delhi, Sep 12: In a “major diplomatic breakthrough”, despite sharply divergent geopolitical positions among members, BRICS countries have reached consensus on a Joint Statement which is expected to be released later on Saturday on the first day of the 18th BRICS Summit being hosted by India at Bharat Mandapam in New Delhi.
According to sources, India led sustained consultations and intensive negotiations from Friday till as late as 4 AM Saturday, making efforts to bridge competing positions and build consensus among members.

The breakthrough assumes particular significance given that Iran, Saudi Arabia and the UAE are all part of the same forum, despite deep differences and competing positions on several regional and geopolitical issues,” a source mentioned.
“Against the backdrop of ongoing conflicts and heightened tensions in West Asia, securing consensus among countries such as Iran, Saudi Arabia and the UAE presented a particularly complex diplomatic challenge. India’s diplomatic prowess ensured that these differences did not derail the BRICS process, paving the way for a consensus Joint Statement despite sharply divergent geopolitical positions among member countries,” the source added.
Experts continue to hail India’s BRICS chairship considering how New Delhi has successfully navigated historic BRICS deadlock amid ongoing global conflicts.
Amid escalating tensions between Iran and the United Arab Emirates (UAE), the BRICS ministerial summit held in the national capital in May concluded without issuing a customary joint statement for the first time in the bloc’s history.
Instead, India had released only a Chair’s Statement and Outcome Document after deep divisions between Iran and the UAE prevented consensus among member nations.
All this while, India and Prime Minister Narendra Modi have backed pursuing dialogue and diplomacy to resolve conflicts while highlighting at the same time that this is not an era of war and solution will not emerge from the battlefield.
At the same time, just like it during its G20 Presidency, BRICS chair India batted strongly to push interests of the Global South without turning the grouping anti-West.
“BRICS is also where India’s balancing act faces its toughest test. It remains contested terrain. The expansion of the grouping, resisted by both India and Brazil, has made consensus harder. Beneath the larger membership lies a familiar divide: India and Brazil largely see BRICS as an economic platform, while China and Russia see it as a geopolitical one,” a recent report in Australia-based ‘The Interpreter’ detailed.
It noted that India views itself as a reformist power rather than a revisionist one, pushing for a greater role in global governance, a permanent seat on the UN Security Council, and more influence over financial and technological rulemaking. It seeks to alter parts of the international order while preserving a system that has been central to its own rise.
