Iran’s President says negotiation with US does not mean surrender
Iranian President Masoud Pezeshkian has said that negotiating with the United States did not mean surrender. At a conference in Tehran on Wednesday (local time), Pezeshkian stressed the need to defend Iran’s territorial integrity, according to a statement posted on his office’s website.
“In the process of negotiations, we are moving forward step by step at the height of our power and while maintaining wisdom, dignity and expediency,” Pezeshkian said.”Our goals have been to end the war, lift the (anti-Iran naval) blockade, release the country’s frozen assets and, then, (hold) nuclear talks,” he noted.
US President Donald Trump reportedly told top administration envoys to halt their conversations with Iran on Tuesday, local media reported, citing a US official, reports Xinhua news agency. On Wednesday, Trump announced a “crushing economic operation” on Iran, hours after saying that the situation with Iran is “so good.”Tehran and Washington signed a memorandum of understanding (MoU) on ending the war on all fronts on June 18.Yet, it remains unclear how the talks will proceed after a 60-day negotiating period under the MoU ended on Monday and tensions between the two sides escalated last month.
Additionally, a senior Iranian lawmaker said Wednesday that a draft plan under review by Iran’s parliament to safeguard security in the Strait of Hormuz would bar hostile and espionage vessels from transiting the strategic waterway. In an interview with state-run IRIB TV, Ebrahim Rezaei, a member of the parliament’s national security and foreign policy committee, elaborated on the plan, whose general outlines have been approved by the committee.
The plan stipulates that vessels deemed hostile or involved in espionage activities that could threaten Iran’s national security would not be allowed to pass through the strait, Rezaei said.He added that Israeli military or civilian vessels would also be prohibited from transiting the waterway, with enforcement to be supervised by Iran’s General Staff of the Armed Forces.Rezaei said the plan included provisions for charging passage fees in the Iranian rial or other currencies, as well as penalties for vessels violating the regulations.”If someone in another part of the world harms Iran’s interests or our citizens, we will deal with that government in the Strait of Hormuz,” he said, adding that the plan allows for measures including cargo confiscation and higher tariffs against governments that take hostile positions toward Iran.
Rezaei said the Strait of Hormuz had become a national security concern for Iran following US and Israeli strikes against Iran, and that Tehran must maintain control of the waterway to prevent military threats. The parliamentary committee approved the general outlines of the plan earlier this month, Iran’s official news agency IRNA reported.

First Russian tanker carrying 40,000 tonnes of diesel to depart in 2-3 days: Putin

The first tanker carrying 40,000 tonnes of Russian diesel fuel will depart in two to three days, Russian President Vladimir Putin said Wednesday.
Russia is currently preparing shipments of several tankers carrying diesel fuel, Putin said during his meeting with US special envoy Steve Witkoff at the Konstantinovsky Palace in St. Petersburg.
The fuel is for the global and US markets, Xinhua news agency reported.
Putin held a telephone conversation with US President Donald Trump on October 9, during which considerable attention was paid to prospects for resolving the Ukraine crisis, the Kremlin said.
On global energy developments, Russia reaffirmed its readiness to supply oil and petroleum products to US and global markets, according to the Kremlin.
On Tuesday, Ukrainian President Volodymyr Zelensky discussed proposals for various ceasefire formats with Witkoff in Oslo, Norway, Ukraine’s state-run Ukrinform news agency reported.
The meeting was also attended by Norwegian Prime Minister Jonas Gahr Store and Finnish President Alexander Stubb.
Speaking after the meeting, Zelensky said the talks also covered security guarantees for Ukraine and the country’s recovery.
Following the meeting, Witkoff travelled to St. Petersburg in Russia, where he met Russian leadership to discuss peace efforts.
Global energy markets have faced sustained pressure since the outbreak of hostilities in the Middle East earlier this year. The conflict has triggered what the International Energy Agency termed the “largest supply disruption” in the history of global fuel markets.
Last week, US President Donald Trump said that “massive” oil, gas and mineral exploration is “getting ready” to begin in Greenland.
Writing on his Truth Social platform, Trump suggested that experts believe the Arctic island owns an amount of “easily available oil” which is “far greater than that of almost any land, anywhere in the world.”
He did not provide any specific estimates or elaborate on the exploration plans.
Trump also said any future attack on the United States would “have to come across Greenland, where our Defence will routinely knock down drones, missiles, or any other form of weapon not yet even conceived.”
Trump’s remarks followed a wide-ranging deal signed in late September by the United States, Denmark and Greenland to expand the US military presence on the island.
The deal came after months of pressure from Trump, who repeatedly called for acquiring the autonomous Danish territory and did not rule out the use of military or economic means. The proposal has drawn strong opposition from NATO allies and Greenlanders.

US says Iran oil exports blocked at Hormuz

The United States has effectively blocked Iranian oil exports through the Strait of Hormuz while allowing millions of barrels of crude from other countries to reach global markets, Secretary of State Marco Rubio has said, describing the strategy as part of Washington’s efforts to weaken Tehran’s economy without disrupting international energy supplies.
Rubio said between 13 million and 14 million barrels of oil were passing through the strategic waterway daily, with American military forces escorting and protecting commercial vessels against Iranian attacks.
The remarks, made during an interview with Breitbart News on October 15 and released by the State Department on October 19, offered an account of Washington’s military and economic strategy in the Gulf.
“Today, on average over the last 10 days and certainly over the last 30, about 13 to 14 million barrels of oil are going through the Straits of Hormuz out to the global market, and some days it’s actually equivalent to what it was pre-conflict,” Rubio said.
The figures represent the administration’s assessment and were not independently verified in the interview.
The Strait of Hormuz is one of the world’s most important energy corridors, connecting oil-producing Gulf countries with international markets, including India and other major Asian economies.
Rubio said American forces were helping maintain shipping movements despite continuing Iranian attacks.
“And the U.S. military is involved in escorting and defending these ships from these strikes,” he said.
The Secretary of State claimed that Iran had lost control of the waterway following American military operations and that Washington was now using sanctions and a blockade to restrict Tehran’s oil revenues.
“The only country in the world that cannot get a single barrel of oil through the Straits of Hormuz is Iran,” Rubio said.
The assertion was not accompanied by independent shipping data or figures showing the volume of Iranian exports affected by the restrictions.
Rubio said the administration’s objective was to prevent Iran from using energy supplies and maritime security as instruments of pressure against other countries.
He argued that American military operations had significantly weakened Iran’s conventional capabilities, including its naval forces, air defences and facilities producing missiles and drones.
According to Rubio, the administration had sought to prevent Tehran from developing a nuclear weapon while relying on conventional military capabilities to deter international intervention.
He said Iran continued to threaten shipping even after losing much of its ability to control the strait.
Rubio also defended the administration’s economic measures against Tehran, saying they were designed to reduce the resources available to Iran’s military and allied armed groups.
“Every dollar you deny them in sanctions is a dollar they don’t have for Hizballah, a dollar they don’t have for Hamas, a dollar they don’t have for the terrorist militias inside of Iraq, and a dollar they don’t have for their own military or their own nuclear ambitions,” he said.
The Secretary of State acknowledged public frustration over the continuing confrontation with Iran but maintained that Washington had achieved important military objectives.
He described the current American military role in the Strait of Hormuz primarily as defensive, involving the protection of shipping while economic pressure continued.
The claims about Iran’s military losses, oil exports and the effectiveness of the blockade could not be independently established from the interview alone.
The Strait of Hormuz connects the Persian Gulf with the Gulf of Oman and the Arabian Sea. It is a major transit route for crude oil and liquefied natural gas shipped from Gulf producers to international customers, making disruptions particularly significant for energy-importing Asian economies.
