Inspection of ongoing cleaning works in Methi River and eastern suburbs, planning of work in accordance with the drain in all three parts of the river: Additional Municipal Commissioner

The pace of desilting work in all three parts of Mumbai Methi River and major and minor drains of Mumbai must be accelerated. Priority should be given to areas where rainwater accumulates and its drainage should be done with proper planning. Necessary action should be taken in respect of flood prone areas and this should be done in such a way that it is remedied. Strict planning should be made for when the work will start and end on a drain-wise basis. This information should be available on the dashboard of the Municipal Corporation carrying out drain cleaning. So that the citizens can get information about when the work of cleaning drains in their area will start and end. It should be ensured that the targets of the work to be done on a drain-wise basis are fixed every day and its strict implementation should be ensured. The contractor should provide the latest information about how much machinery is expected to be used by the contractor as per the terms and conditions of the tender and how much machinery is available daily. This information should also be displayed on the computer system (dashboard) of the drain cleaning. To prevent floating waste flowing on water in drains from entering the sea, wherever possible, a floating waste interceptor system (trash boom system) should be installed, various instructions issued by Additional Municipal Corporation Commissioner (Projects) Abhijit Bangar have said. The Mumbai Municipal Corporation administration is emphasizing on careful planning to complete the drain and river cleaning work in Mumbai within the stipulated time frame. In this regard, the work of removing silt from small and big drains has been started in the Mumbai Metropolitan Region. In this context, Additional Municipal Commissioner (Projects) Abhijit Bangar personally visited and inspected the ongoing drain cleaning work in the Methi River and Eastern Suburbs yesterday (April 3, 2026). The Municipal Corporation has started the silt removal work from March 12, 2026. Work has started at five locations under three packages on the Methi River in the Eastern Suburbs. Three of these locations (Connector Bridge, MMRDA office (Jitavan Udyan) in Bandra-Kurla Complex area and near Ambani School) were visited by Bangar today. He also visited Boundary Nallah in Milind East (T Division) and Soumya Nallah in Ghatkopar (N Division). He also gave necessary instructions. Along with this, Bangar also said that the silt removal work should be done in collaboration with local public representatives and their suggestions should be taken seriously. The process of silt removal from large and small drains including the Methi River is underway. It is expected that the entire scheduled work will be completed by May 31, 2026. There is a computer system for continuous monitoring of the progress of drain cleaning. It should be done on daily updated information.

A total of five locations of the Methi River are being effectively desilted. The work will be done in three packages. Bangar visited the Connector Bridge near the Methi River in Bandra-Kurla Complex. At that time, he said that the places for desilting should be planned along the entire length of the Methi River. It should be ensured that where there is dense population and where the bed of the Methi River is narrow, the cleaning of the drains will be done more carefully. The targets for cleaning the drains must be completed in the next 57 days. For this, the work should be planned and implemented according to the day, the bed of the Methi River is wide in the MMRDA office (Jitavan Adyan) in the Bandra-Kurla Complex area. The work of desilting from this place has been accelerated. It should be ensured that no illegal obstacles are erected at this place. Bangar also said that if found, strict action will be taken against the concerned. Sludge is being removed from the Methi River near Ambani School Bangar said here that if the sludge is removed through modern experiments along with traditional technology, then such experiments will be welcomed. The work of the contractor appointed to remove the sludge from the Methi River should be properly checked. After confirming that the contractor has done the sludge removal work properly and within the stipulated time, payment should be made on time. There should be no delay in this. However, while doing so, it is important to pay attention to the quality of work, consistency and whether the information available on the computer system is up to date or not. If this is not found, appropriate action will be taken against the contractor.

Questions Raised by Mumbai MLAs Drop 72% in 15th Assembly, Praja Foundation Report Reveals

MUMBAI, August 25, 2026: Legislative participation among Mumbai’s elected representatives has witnessed a sharp decline, with total questions raised in the Maharashtra Legislative Assembly dropping by 72% compared to the 12th Assembly, according to the ‘Mumbai MLA Report Card 2026’ released by Praja Foundation.

The report evaluated the performance of 33 Mumbai MLAs across the Winter 2024 and Monsoon 2025 sessions based on session attendance, participation, quality of questions raised, and overall constitutional duties. Out of 33 MLAs, only three scored above 80%, with Indian National Congress representatives securing all top three positions.

Key Report Findings

Plunge in Legislative Inquiries: MLAs asked only 2,213 questions in the 15th Assembly (Winter 2024 – Monsoon 2025), down significantly from 7,955 questions in the 12th Assembly (Winter 2009 – Monsoon 2010).

Decline in Question Quality: The quality score of questions asked dropped from an average of 50% in the 12th Assembly to 33% in the 15th Assembly.

Fewer Working Days: In its first year, the 15th Assembly met for only 40 working days, compared to 47 days in the 12th Assembly and 50 days in the 13th Assembly.

Stagnant Overall Scores: The overall average performance score of legislators fell from 61 in the 12th Assembly to 54 in the 14th Assembly, before slightly recovering to 55 in the 15th Assembly.

Aging Representatives: The average age of Mumbai MLAs has progressively increased over time, moving from 52 years (12th Assembly) and 51 years (13th Assembly) to 53 years (14th Assembly) and now 57 years in the 15th Assembly.

Concerns Over Democratic Accountability
Addressing the findings, Milind Mhaske, CEO of Praja Foundation, stated that performance metrics reflect whether citizens’ concerns are reaching the house floor. While top performers demonstrated strong engagement, the overall stagnating scores highlight significant gaps in representation.

Asif Khan, Manager at Praja Foundation, warned that shorter session durations and fewer quality questions deprive citizens of a critical mechanism to hold the government accountable.

Mumbai: Youth arrested for throwing an egg at the Mazgaon Ganpati procession.

Police have claimed to have arrested a fanatic youth who threw eggs during a Ganpati procession in Mazgaon, Mumbai. On the night of August 23, a procession of the Raja of Mazgaon was taken out in Mumbai. During this time, a youth who was going to the same building for egg delivery was disturbed by the dust and smoke of crackers during the procession and in anger he threw an egg at the Ganpati idol, after which the situation became tense. However, the police identified the accused with the help of CCTV and he was arrested today. He has been identified as Danish Sher Khan, 22. The police traced the accused within 36 hours. Now the situation is tense, but peace has been restored. Just before Eid Milad-un-Nabi, the police arrested the anti-social Danish and started the investigation. In the initial investigation, the police have found that the accused had committed this act in anger. The accused was carrying an online order. Meanwhile, due to the crowd in the procession with him, his eyes were hurt by the smoke and dust of the crackers, which caused him to lose his temper. The egg I had brought for delivery was thrown at the Ganpati procession, after which the situation became tense and the police resolved the matter. This action was taken by DCP Jayant Meena on the instructions of Mumbai Police Commissioner Devin Bharti.

Versova-Bandra Sea Link gets a 1,421-day extension — where is the penalty?

Mumbai: Information provided by the Maharashtra State Road Development Corporation (MSRDC) under the Right to Information (RTI) Act has revealed significant delays in Mumbai’s ambitious Versova Samudra Bandra Sea Link (VBSLP) project. The project’s start date was June 24, 2019, and under the original contract, it was scheduled to be completed by June 21, 2024. However, due to various reasons, the project has been extended by a total of 1,421 days in four phases, despite which the final revised completion date was pushed forward, not to May 2, 2024, but to May 17. No penalty has been imposed on the contractor, Webuild-Apco JV.

According to information provided by MSRDC in response to an RTI application filed by Anil Gilgli, the first extension of 250 days was granted on June 23, 2020. The main reason was non-availability of land required for the casting yard. Subsequently, on September 14, 2020, an additional extension of 180 days was granted due to restrictions and work disruptions due to the COVID-19 pandemic. Later, on February 10, 2022, an extension of 483 days was granted due to restructuring or changes within the EPC contractors’ joint venture (JV). Finally, on January 19, 2024, a further extension of 508 days was granted due to changes in the scope of work and additional works. The total duration of these four extensions is 1,421 days, with the final date of completion of the project set at May 17, 2028. According to the MSRDC letter dated June 23, 2020, the contractor had sought an extension of about 311 days for the period from April 2020 to April 2020. The reasons for the delay during this period include various incidents as well as the COVID-19 pandemic. Subsequently, revised work phases and timelines were established for the project. Meanwhile, the MSRDC letter dated January 19, 2024 mentions further extension based on changes in the scope of work and revision of work phases.

A serious question arises as to why no punitive action has been taken against the contractor Webuild-Apco JV for the delay despite repeated extensions to the project. RTI activist and senior journalist Anil Gilgali said that the financial burden of delay in this important project, which was run with public money, may ultimately fall on the government exchequer and the common people. Therefore, instead of simply giving relief to Webuild-Apco JV by way of extension of time, the penalty provisions stipulated in the contract should be strictly enforced.

“The Versova-Bandra Sea Link project has been given an extension of a total of 1,421 days. The original completion date was June 21, 2024, while the last date has now been extended to May 17, 2028. The delay in the project is resulting in wastage of both public funds and time. Therefore, by simply stating the reason, the reason is given. Anil Galgali demanded that damages (LD)—penalties for compensation for losses—should be immediately imposed on the contractor, Webuild-Apco JV and recovered as per the provisions of the contract. Galgali added, “An extension does not mean allowing the Webuild-Apco JV contractor to delay the work. While some reasons for the delay may be acceptable, the responsibilities and penalty clauses stipulated in the contract must be implemented. It is a matter of serious concern that the final deadline for this project, which was set on June 2, 2019—has now been extended to May 17, 2028. Therefore, MSRDC should publicly disclose clear details about the reasons for each extension, the party responsible for the delay, the additional financial burden resulting from it, and whether the damages have been averted.

The Versova-Bandra Sea Link is a key project for Mumbai’s traffic infrastructure. However, the project timeline continues to be extended due to continuous delays in the work. Consequently, the Maharashtra State Road Development Corporation (MSRDC) should clearly identify the reasons and accountability for these delays and recover penalty from the Webuild-Apco JV contractor for any delays attributable to them, as per the contract. Additionally, RTI activist Anil Gilgali has demanded steps to ensure that the extended project period does not impose additional financial burden on the government exchequer.
