The ₹3.25 Crore Mirage: Why BEST’s Future Lies In Ridership, Not Revenue

On August 6, the Brihanmumbai Electric Supply and Transport (BEST) reported daily revenue of ₹3.25 crore, one of its highest in months, following a May fare hike that doubled the minimum ticket price for both AC and non-AC buses. Officials hailed it as a step toward “sustainability,” citing not only higher collections but also “healthy” footfall.
Crowded Trains, Riskier Commutes After BEST Ridership Falls
Look past the balance sheet, however, and the picture shifts dramatically. Commuter rights groups estimate BEST’s daily ridership has fallen from roughly 3.5 million before the hike to about 2.5 million today, a loss of one million passengers in just three months. These commuters haven’t disappeared; they’ve been pushed onto already overcrowded local trains, where safety risks are mounting. A revenue spike that comes at the expense of passenger numbers is not sustainability, it’s a slow bleed of the very lifeblood that keeps a public transport system viable.
Mumbai once understood this. For decades, BEST operated as a cross-utility service, where surplus from electricity operations kept buses affordable, frequent, and extensive. The goal was mobility, not margin. Today, that ethos is slipping. Subcontracting to private operators has chipped away at service quality, while the fleet has shrunk under contractor mismanagement.
There is a proven, scalable way to do that: zero-fare bus travel for women. Far from being a “freebie,” such schemes, implemented in Delhi, Hyderabad, and Karnataka, have revived public transport, increased ridership, and strengthened economic participation.
Delhi’s Pink Ticket Programme Boosts Ridership and Inclusion
Delhi’s Pink Ticket programme, launched in 2019, has issued over 150 crore free rides. Women’s share of ridership has risen from 25% to over 33%, with daily beneficiaries reaching 11 lakh. Between 2019 and 2023, women’s ridership grew by 20%, easing crowding elsewhere, boosting workforce participation, and proving that zero fares can fortify rather than strain public finances. The cost is treated as a public investment.
Hyderabad’s Mahalakshmi Scheme Shows Rapid, Sustained Growth
Hyderabad’s Mahalakshmi scheme, rolled out in late 2023, shows even sharper gains: 200 crore free journeys in under two years, women’s ridership jumping from 35% to 60%, daily passenger numbers surging from 45 lakh to 60 lakh, and bus occupancy rates soaring from 53% to 97%. State reimbursements of ₹335 crore a month have turned potential deficits into fuller buses, healthier route economics, and measurable reductions in private vehicle use.
Karnataka’s Shakti Scheme Revives Urban and Rural Routes
Karnataka’s Shakti scheme tells a similar story. By mid-2025, it had delivered nearly 500 crore free rides, lifting Bengaluru’s BMTC ridership to its highest levels since 2015. In Mysuru, women now account for three-quarters of daily passengers. The state’s ₹11,994 crore investment has paid off in greater labour force participation, sustained rural and semi-urban routes.
Why Mumbai Should Adopt a Zero-Fare Policy for Women
For Mumbai, the lesson is clear. A zero-fare policy for women could stem BEST’s passenger losses, expand access to jobs and education, and stabilise routes through higher occupancy. As these states show, the broader social and environmental returns, cleaner air, less congestion, greater economic inclusion far outweigh the direct subsidy cost. The real dividend lies in productivity, climate resilience, and social cohesion.
Sustainability Lies in Moving People, Not Just Making Money
If BEST is to survive, its success must be measured not by how much revenue it collects, but by how many people it moves, safely, affordably, and inclusively. And the fastest way to achieve that is to start with the women who keep Mumbai moving.

‘Shivaji Maharaj, Peshwas Didn’t Go To War Eating Dal Chawal..’: Sanjay Raut Slams I-Day Meat Ban, Calls It ‘Hypocrisy & Gimmickry’

Mumbai: Shiv Sena (UBT) MP Sanjay Raut on Wednesday hit out at the Maharashtra government over its decision to close meat and fish shops in certain municipal areas on August 15, Independence Day, citing historical examples to question the logic behind the move.
Raut argued that legendary Maratha ruler Chhatrapati Shivaji Maharaj and his soldiers, as well as Peshwa Bajirao, were non-vegetarians, and that meat consumption was essential for warriors. “Shivaji Maharaj and his Mavlas did not go to war after eating only dal-rice and ghee; they consumed meat. Bajirao Peshwa also ate meat. Even our soldiers at the border cannot fight wars on shrikhand and puri. Devendra Fadnavis, you are making Maharashtra weak and impotent,” he said.
The UBT leader questioned the basis for the August 15 ban, calling it a new gimmick with no historical or cultural relevance. “August 15 is our Independence Day, not a religious festival. This freedom was not given to us by Modi, Shah, or Fadnavis. Who demanded the closure of chicken and mutton shops? Who is the mastermind of this drama?” he asked.
Raut accused the government of hypocrisy, recalling that those in power had once sacrificed bulls and goats at the Kamakhya Devi temple as part of religious tradition, and even consumed the meat as prasad. “If the creators of this government can do that, then telling people today to be vegetarian is nothing but hypocrisy,” he remarked.
Meat Ban Enforced By KDMC
His comments followed the Kalyan Dombivli Municipal Corporation’s (KDMC) order to shut all slaughterhouses for 24 hours from midnight of August 14 to midnight of August 15. The decision, affecting goat, sheep, poultry and large animal slaughter, was based on a 1988 administrative resolution and approved by Deputy Commissioner Kanchan Gaikwad. Notices were issued to all slaughterhouse operators.
Similar restrictions were announced in other municipal areas, including Nagpur. While ruling party leaders defended the ban as a harmless, symbolic gesture, Opposition leaders accused the government of moral policing and diverting attention from core civic issues.

Maharashtra Govt Approves Recruitment of 15,000 New Constables To Strengthen Police Force

Mumbai: In a bid to ease the workload on the state police and bolster law enforcement, the Maharashtra government approved the recruitment of 15,000 new constables. The decision was finalised on Tuesday during a cabinet meeting chaired by Chief Minister Devendra Fadnavis.
According to a statement issued by the Chief Minister’s Office (CMO), the recruitment will comprise 10,908 regular police constables, 234 police constable drivers, 25 police constables for the police band and 2,393 armed police constables. In addition, 554 prison constables will be inducted. The enrolment process will be conducted at the respective district level.
Details On Selection Procedure
The selection procedure will include an Optical Mark Recognition (OMR)-based written examination, followed by physical tests and document verification. The Additional Director General (ADG) of Police (Training) has been authorised to oversee the application scrutiny, physical assessments, and written exams.
Additionally, the government has announced a one-time special concession for candidates who exceeded the prescribed age limit of 18–28 years in 2022 and 2023, allowing them to apply in this recruitment cycle. The move aims to address delays in recruitment over the past two years, which had left many aspirants ineligible due to age restrictions.
last year, the Maharashtra Police’s recruitment drive to fill 17,471 posts, including constables, drivers, band personnel, State Reserve Police Force (SRPF) members and jail staff, received an overwhelming 17.76 lakh applications, reflecting the high demand for positions in the state police force.
Highlighting the significance of the new recruitment, CM Fadnavis reportedly stated, “Police constables play an important role in maintaining law and order. This recruitment will help reduce the workload on the department.” He added that the expansion of the force will ensure better public safety and operational efficiency across Maharashtra.
The decision follows repeated recommendations from both the Supreme Court and the Bombay High Court, as well as from legislators across party lines, urging the state government to expedite the recruitment process to address manpower shortages in the police department.
With the approval now in place, the Maharashtra Police is expected to initiate the recruitment process soon, with a focus on transparent and efficient selection. The move is anticipated to majorly enhance the state’s policing capacity, improve response times and strengthen law and order in urban and rural areas alike.

Thane Crime Branch Seizes 15.9 Kg MD Worth ₹31.84 Crore, Arrests Two with Multiple Past Offences

Thane: The Thane Crime Branch has arrested two persons for allegedly possessing 15.9kg MD (mephedrone), a psychotropic substance, with the intent to sell it in the city. The accused – Tanvir Ahmad Ansari, 23, and Mahesh Desai, 35, residents of Mumbra and Ulhasnagar – were intercepted after a nakabandi on August 9 at Ranjnoli Naka on the Bhiwandi-Kalyan bypass road.
Cops Seize ₹31 Crore MD in Back-to-Back Car Interceptions
The police first stopped a car driven by Tanvir and, upon inspection, recovered 11.763kg MD. Soon after, another car driven by Mahesh was intercepted, and officials recovered 4.161kg MD powder from him; the total value of the contraband is Rs31.84 crore. Their cars and phones were seized by the police.
Preliminary interrogation revealed Tanvir is already named in three FIRs, including drug-related charges, at Mumbra, Daighar, and Byculla police stations. Mahesh, confessed to four prior offences, including cases under the NDPS Act and MCOCA at Ajara Police station in Kolhapur.
