Bihar seat sharing formula to be finalized soon: Rahul Gandhi

Congress leader Rahul Gandhi has held a meeting with party workers of Bihar through video conferencing where he told them that the situation due to Covid-19 is pathetic and unemployment is rising in the country. He said that the Congress should prepare for the elections in the state with “positivity”.

Rahul Gandhi in his speech said that a seat sharing formula with alliance partners will be finalized in 15 to 20 days and asked Congress leaders to respect the allies and their leaders, sources said.

For the seat sharing formula, Congress state in-charge Shakti Singh Gohil will travel this week to Bihar to hold talks with all the stakeholders, Rahul told the party workers.

Leader in the Bihar Assembly Sadanand Singh requested Rahul Gandhi to finalise the alliances soon so that they get time to prepare for the elections. Many Congress leaders including former Minister Shakiluzzaman Ansari raised the issue of outsiders being given party tickets and asked the leadership to give tickets only to dedicated party workers in the wake of the recent rebellions in many states, said sources.

The Congress is set to contest the Bihar assembly elections in alliance with the RJD and other non-NDA constituents.

Chief National Media Coordinator of the Congress, Sanjiv Singh said that over 1000 Congress workers participated in the virtual meeting.

He said, “Rahulji said that he will be present in Bihar as and when the state unit desires.”

But the Congress has a tough task ahead on seat adjustment with the RJD which had bulldozed the Congress in the 2019 Lok Sabha elections when Kirti Azad had to contest from Dhanbad in Jharkhand and Shakil Ahmed fought as an Independent.

In the 2015 Assembly elections, the RJD, JDU and the Congress contested the polls together and won handsomely. But the JDU later went over to the BJP.

There are about 100 seats which were contested by the JDU which are yet to be distributed amongst the alliance partners and the Congress too wants a major chunk from the pie, but sources say that the party may settle for 70 seats.

DMDK leader A.Vijayakant tests positive for coronavirus

Actor-turned politician and DMDK founder A.Vijayakant has tested positive for coronavirus and his condition is stable, said a private hospital where he has been admitted.

In a statement issued the hospital MIOT International said Vijayakant tested positive for Covid-19 on 22.9.2020.

“He is completely stable and admitted in MIOT Hospitals, Chennai. He is expected to make full recovery and should be ready for discharge soon,” the hospital Managing Director Prithvi Mohandas said.

DMDK is part of the ruling AIADMK-led alliance in Tamil Nadu.

Narendra Modi elated to see Lord Venkateswara as Andhra Pradesh CM logs in from Tirupati

Prime Minister Narendra Modi was elated to catch a glimpse of Lord Venkateshwara when Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy logged in for his video conference with the PM from the Tirumala Tirupati Devasthanams (TTD) on managing the coronavirus pandemic in the country on Wednesday.

“Today, I am happy to catch a glimpse of Lord Venkateshwara through this video conference,” said Modi.

Reddy flew in from Delhi to Renigunta on Wednesday and drove down to Tirumala to participate in the Brahmostavams.

For the video conference, he logged in from the Annamayya Bhavan, where an elegant picture of the deity adorned the wall behind Reddy.

Modi appreciated Redyy for making it to the video conference despite being busy with the Brahmostavams.

The PM also appreciated some of Reddy’s pet projects, saying: “People are receiving faster services and we are thinking of replicating the model in other states.”

Gujarat assembly passes Gunda and Anti-Social Activities (Prevention) Bill

The Gujarat assembly passed the Gunda and Anti-Social Activities (Prevention) Bill, 2020 on the basis of majority during the ongoing five-day Monsoon session.

The proposed bill will facilitate for setting up of Special Courts for the purpose, but these courts won’t be able to take cognizance of any offence without the prior sanction of the state government.

Minister of State for Home Affairs Pradeepsinh Jadeja proposed the new Bill on Wednesday.

The new Act proposes strict legal action against Goonda elements indulging in illegal acts like bootlegging, gambling, cow slaughter, dealings in narcotic substances, human trafficking, sexual harassment of children, spurious drugs manufacturing, land grabbing, usury, kidnapping, selling illegal weapons and other.

According to the proposed legislation, the definition of Goonda elements includes individuals or groups who threaten violence or who damage public order. The accused will face a maximum imprisonment of 10 years and a minimum imprisonment of seven years. They will also be facing fines of up to Rs 50,000.

Additionally, if any government employee abets or aids these Goonda elements in such illegal acts will also face a jail term not less than three years which may go up to 10 years.

Special courts will be established under the provisions of the new legislation. For every special court, the state government will shall appoint a public prosecutor and appoint one or more assistant public prosecutors or additional public prosecutors.

According to the provisions of the Bill, a prior approval of the concerned range Inspector General of Police or Police Commissioner will be mandatory for registration of any offence under it.

The new legislation includes many provisions included in previous legislations like the illegal consumption, sale, transport, production of intoxicants, taking possession of immovable properties in violation of legal provisions, raising false claims of ownership of an immovable property or to produce fake documents in that regard, offences related to immorality, offences involving the protection of children, offences under the ambit of the Gambling Act, resorting to violence to disturb social harmony, extortion, illegal transport of livestock, violation of the Arms Act, etc.

The legislation also provides protection of the witnesses from the state government. Further, names and addresses of witnesses will be kept confidential.

Under the provisions of the Act, the properties of the Goonda elements will be liable to be attached by the concerned district magistrate. The district magistrate will also have the liberty to, if necessary, appoint administrators for such a property.

“Looking at the provisions of the new Bill, one will think that currently there is no law and order prevailing in the state and that’s why the government had to bring in this Bill,” said Paresh Dhanani the Leader of Opposition Party.
